I am a strategist and policy futurist focused on the consequences of the accelerating pace of change in homeland security and policing environments.

I work as research professor the Naval Postgraduate School, one of the Navy’s flagship academies that educates at the graduate level the senior military and civilian leadership of the country and performs key research and development to protect the security of the United States and our allies. I am also a certified facilitator for the California Commission on Peace Officer Standards and Training (POST) and a Mentor for Singularity University.

I have written mostly on the topics of the adaptation capacities of global organized crime, the public policy challenges of innovation and intrapreneurship in government and homeland security, and emerging technologies governance.

I have been recognized as one of the top 5% performing faculty members at NPS and had the honor of winning the NPS LCDR David L. Williams Outstanding Professor Award.
